Arrest warrant request filed after Troy teen breaks probation order

LINCOLN COUNTY, Mo. - The teen who was sentenced to four months of shock time in jail for a fatal DUI crash has broken probation rules less than two months in, according to court records. Now, the Lincoln County Prosecuting Attorney has filed requests for an arrest warrant and to revoke her probation.

Hailey Zenk, 19, was sentenced in June for the deadly February 2023 crash that killed three Lincoln County teens. Judge Michael Fagras sentenced her to 10 years for several counts concurrently in the Missouri Department of Corrections. However, the judge suspended that and handed down a shock time sentence of four months in jail, in addition to probation.

Part of the probation order given to Zenk was that she'd have to wear a SCRAM device for six months following her shock time.

Court records show Zenk was given the SCRAM on Oct. 23. Less than two months later, on Dec. 4, it's shown that there was non-compliance with the device.

According to Lincoln County Prosecuting Attorney Mike Wood, there were two tampering incidents of the SCRAM, one being six hours long and the second being 23 and a half hours long. He added that these tampering periods indicate that the device was blocked from touching the skin, which is how alcohol presence is monitored.

"People who wear these are given very strict instructions on how to wear them to make sure that there is no blockage," he said.

Early Monday morning, Wood filed for the suspended sentence to be revoked and a request for an arrest warrant.

Beyond the SCRAM, Zenk was ordered to also attend a victim impact panel, a prison tour within the Department of Corrections, 50 hours of community service, completion of a mental health assessment, and to follow all recommendations given by the provider.

"This was a case of great magnitude... we take these violations very seriously, and we'll put it in front of the judge," Wood said. "I just want the people to be assured that we are continuing to monitor it."
